Are roof racks subject to registration? TÜV, ABE & registration – the legal situation explained simply

Denis Khristolyubov

Does a roof rack need to be registered? In most cases, no: a removable roof rack does not require a general operating permit (ABE), parts certificate, or TÜV registration, as long as it is mounted at standard attachment points and does not cause permanent alteration to the vehicle. In this guide, we explain the legal situation regarding roof racks, TÜV, ABE, and registration according to the German Road Traffic Act (StVO) and Road Traffic Licensing Regulations (StVZO).

Anyone living in Germany or traveling frequently in Europe is familiar with this: as soon as something is mounted on a vehicle, questions about ABE, registration, and TÜV immediately arise. One of the most frequent questions asked to Airholder is therefore: "Do I need to have my modular roof rack inspected or registered with TÜV/DEKRA?"

(Note: This article provides general information and is not legal advice. When in doubt, briefly consult with an inspection organization regarding your specific configuration.)

Does a roof rack require an ABE or registration? The short answer

A removable roof rack is not a permanent vehicle part, but rather a removable load carrier. The crucial point is: Are you permanently changing the vehicle's construction – or are you mounting something that can be removed again? An Airholder roof rack is mounted at standard attachment points (fixed points, C-rails, rain gutters – depending on the vehicle), bolted without welding, without irreversible body modifications, and can be dismantled again with normal tools.

Why, as a rule, no ABE, no parts certificate, and no registration is necessary

§ 22a StVZO: List of parts requiring approval

Section 22a of the StVZO contains a specific list of parts that require type approval. Roof luggage racks or roof racks are not listed there as separate facilities requiring approval.

§ 19 StVZO: When does the operating license become an issue?

Section 19 of the StVZO describes when modifications can become problematic. A removable roof rack that is correctly mounted and poses no danger usually does not fall into this category in practice.

Roof rack and TÜV: What happens during the main inspection (HU)?

The main inspection primarily focuses on safety. Important: no dangerous edges or protrusions beyond the vehicle's outline. Section 30c of the StVZO stipulates that nothing may protrude from the vehicle's outline in such a way that it creates an avoidable danger. In practice, this means: stably mounted, no dangerous protrusions, no sharp edges.

Building a roof rack yourself – what is permitted by TÜV?

Anyone wishing to build a roof rack themselves should observe the same basic rules as for a purchased rack: The self-built roof rack must be stably and securely mounted at suitable attachment points, must not have sharp edges or dangerous protrusions (§ 30c StVZO), and must not exceed the permissible roof load. A separate registration or ABE is generally not necessary for a removable self-built structure – however, the responsibility for secure attachment lies entirely with the driver.

Roof tent, boxes, sand ladders, solar panel: What can be put on top?

Here, the basic rule for load securing applies. § 22 StVO: Loads must be secured in such a way that they do not slide, tip over, or fall off, even when braking or swerving. § 23 StVO: The driver is responsible for ensuring that the vehicle and load are in proper and safe condition. In short: Mounting is okay – the decisive factors are secure attachment and sensible load distribution within the permissible roof load.

LED bar and work light on the roof rack: legally compliant implementation

If an LED bar is used as a work light, the following applies: do not use it during normal driving on public roads and operate it in such a way that no one is blinded (§ 52 StVZO). Practical tip: separate switching and use when stationary, camping, or working. If the LED bar is to be used as a high beam, it falls under the rules for vehicle lighting (e.g., § 50 StVZO).

Three things you as a driver absolutely must observe

  • Permissible roof load (dynamic): Observe the manufacturer's specifications and plan the load including the roof rack, accessories, and cargo.
  • Retighten screws: After the first few trips (e.g., after 50–100 km), check and retighten them.
  • Know vehicle height and dimensions: Important for underground garages and for the StVZO logic regarding dimensions including interchangeable carriers.

Häufig gestellte Fragen

Does a roof rack for VW T5 or T6 need to be registered with the TÜV?

A detachable roof rack for VW T5, T6 or T6.1 usually does not need to be registered, as long as it is mounted on existing attachment points and does not cause any permanent alteration to the bodywork.

Does a modular roof rack require an ABE or a Teilegutachten?

For many removable roof racks, no ABE (General Operating Permit) or parts certificate is required. Roof racks are not explicitly listed as components requiring approval in § 22a StVZO.

When can a roof rack cause problems with the TÜV (German technical inspection)?

It can become relevant if the roof rack has dangerous overhangs, sharp edges, or insecure fastenings, or if the vehicle dimensions are significantly altered by the modification.

Can you mount a roof tent, solar panel, or awning on a roof rack?

Yes, as long as the permissible roof load is observed and all accessories are securely fastened. The rules for load securing according to § 22 StVO are decisive.

Is it permitted to mount an LED light bar on a roof rack?

Yes, an LED bar may be mounted as a work light. However, it may not be used as normal driving light on public roads and must not dazzle other road users.
